Well, not all of them surely. Fouts though? Wasn't Luck a no doubt franchise QB for a few years? I guess like most sports debates it depends on defining the term. What does "elite" mean? Top 3 QB for a couple years? Top 5? Do you have to be top 5 for 5+ years?

Multiple SB wins, preferably 3 or more make a QB elite. Anything less than that is mediocre or stat hoar territory.
