If they agree to be banned, then they need to abide by the agreement.

That's the part you don't seem to be understanding - Rose agreed to be banned. He signed his name on a piece of paper saying that he agrees to be banned for life. Nobody put a gun to his head.

As mentioned in the Mitchell Report excerpt, baseball players have been suspended for other drugs (ie - cocaine). So you don't think that Vincent wanted the authority to suspend players for steroids too, if he added them to the drug policy?

Actually the question is how come his successor Selig kept a blind eye when FBI agent told MLB that steroids use was rampant in 1994 if a memo from the previous commissioner was binding with respect to steroids use? And how many did Faye Vincent punish or ferret out for steroids use during his time as commissioner?

Yes roids is WAY less of a thing than gambling. Gamblings threatens the very existence of competition in any sport.
