What exactly is the rule? Not looking for one of those you don't make that call in the playoffs responses! Was the call the correct call in accordance with the rule?

Scherzer vs Grienke in a game 7 is a fairly good matchup. Both have long careers with WHIPs around 1.1 and are pitching around 1.0 for the season. That doesn't seem like something that happens all of the time.
