As with any "Independent Investigation", the league got exactly what it paid for. A report that implicates what the league office asked them to implicate. When you pay for something, you want what you pay for. Goodell wanted something on the Patriots. Over a four month period Ted Wells could not find any concrete evidence. So they did the next best thing and swayed the report through very carefully crafted words like, 'probably', 'may have', 'could have' and 'might', never once say with certainty or conviction 'did'.
Like the reports that said, Artificial sweeteners were safe. (Shooter).
And it glossed over how inept the league was in everything, starting with their officials.
