I think the Power Broker gives him a high/altered dose of the SS serum that changes his psychology to become the loose cannon/anti hero. He’s supposed to have Cap’s abilities but his strength is superhuman (on Spider-Man’s level).[\SPOILER]

The movies had clear purposeful dialogue, with perfectly timed humor. When chemistry is great between characters ...you are unconscious of it.
The movies accomplished that as well.

The series is failing in the all of these categories ...it just has a cheap feeling like they are trying to hard or not enough.

Why would the the CIA have no interest in the super serum guy once he spawned back in post blip LOL?

Why doesn't Bucky use his new kinetic energy arm weapon while getting his ass kicked on top of the semi?

Why is Karli all triggered when she kills Battlestar, when her intent was to kill Walker?

I think Sharon is the Power Broker. There isn't enough time to develop an entirely new character.

I like how Walker looks "off" as CA, his hat doesnt fit right and it seems like he is just a dude wearing someone elses outfit

All good points. I think Sharon is the power broker or she works for the power broker who will be revealed this episode as a well known MCU character.

I hadn't watched one Marvel movie up until 2019 when I was laid up with a severed achiles,. I was bored and watched Captain America, and got sucked in and watched all of them besides Guardians of the Galaxy, in like a month.
