He's this guy. He sort of has kind of a meme type following among comic fans because his character is somewhat comical. His whole deal is he basically just loves to leap around and kick shit.

I thought it was a little bland. Pretty exposition heavy but you usually get that with 1st episodes.

As wildturkey already noted, it's Batroc the Leaper. It's basically just a nice fanservice callback.

He's never appeared in the MCU before, but he's a character who would be recognized by the comic book readers: John Walker, better known as US Agent.
