He could be a very solid 3 or 4, so yes, almost all of those type guys could make a great reliever.

Long term I would hope a #3 can pitch into/ through the 7th inning.
A great reliever has 2 plus plus pitches not relying on average other pitch selections. Otto fits that bill while Dunning looks to me like more a 5th starter

I would not use such a broad brush making an average starter into a great reliever

I think it may be premature to determine how good those two will be at this point. That might be where they end up, but they both have the potential to be a good 3 or 4.

I will pull back my use of almost all of those guys becoming "great" relievers and change it to, it shouldn't be a surprise at all if those type guys make very good to great relievers.
