I am expecting 6 to 8 of the top 20 to be gone within 8 months and possibly some in the 21 to 30 range as well.

Just don't bring in an NBA-tyoe draft lottery. I don't mind limiting the number of consecutive years a team can draft in the top 3 or 4, but there is no need for a lottery.
