The Capital's back-story centers on his work for the U.S. government. He believes that he has spent the better part of his life as a CIA operative working on some of the country's most highly classified details. He is a master interrogator and has a keen sense for assessing any situation. He can read people just by looking at them and predicting the actions of his adversaries is second nature to him. He's spent more than a decade working as a spy and has travelled the world. He can speak any language and can adapt to any culture. In short, the Capital can blend in with any environment and manipulate any situation from the inside. If any Guardian is the epitome of grace and honor, The Red Wing is it. He is calculating in everything that he does and his decisiveness knows no equal. In the field he acts very much like a general and he expects his men to follow orders without fail. He's a hunter by nature and he's aggressive in everything he does. He's not much for reacting and improvising is not his strength but thankfully his attention to detail means that there is rarely a contingency that he hasn't accounted for. With his futuristic racing helmet and visor that resembles the head of a hawk, he's aerodynamic. Then add his wings that resemble an F-14 fighter jet that retract when not in use to allow for maximum mobility. His powers include superhuman tracking abilities and he can telekinetically manipulate anything mechanical. Being from Motor City, he is especially connected to American made automobiles.
