Here's the NCAA announcement of the targeting rule. Note how it was an existing 15 yard penalty. That play would have had the same end result last year. Except now, legitimately dirty targets get a suspension.

I don't see a problem with that.

Except they said it wasn't targeting so it wouldn't have been a penalty the old way just like it shouldn't have been a penalty today.

But it would have been a penalty because the refs called it a penalty. I agree with you. I just don't understand why people are acting like it is a problem with the rule as opposed to the execution of said rule. And if you think the replay should overturn the penalty as well, I agree with you, but my point is that has never been the case.
