It's probably exactly what it looks like. One defendant is a former Congressman with political connections. The other is a "nobody" who had the audacity to not show proper respect to the White House and the state.
That being said, while neither sentence is perfect I think that the "correct" one is probably closer to what Weiner got than it is to what Moore got. But the double standard reeks either way.
