Would he let him use his legs when the play allowed it? Sure. Would there be concern if the other team contained that? Not at all.
Like I said, when you have one receiver, a solid running back, and no line, it's hard to put up points.

It's not even just about numbers, or wins or losses. He doesn't look comfortable being asked to drop back. Sure his line is weak, but just like Kap, his footwork and mechanics get worse with each progression when he drops back. Protection does not just fall on the line, a pocket passer has to know how to manipulate the pocket with his feet, quick decisions and by standing tall.
