No salaries...
I'm all for rookie year drafted, with a cap.Glad I started making a rookie year list...

1908 - Shoeless Joe Jackson
1914 - Babe Ruth, Harry Heilmann
1915 - Rogers Hornsby, George Sisler

We can raise the cap from $120 to $160; or whatever. Milk, that's just too complicated IMO, not that guys can't adhere, but it gives Nos just a shitload to keep up with, especially when it's gonna be a 2 week deal. The two weeks is easy in a normal draft, but it would take a week to get ready on research this wayWait, let me try it this way... Take WAR out of the picture...
25 man draft
2 drafts:
First draft-10 round snake draft where you accumulate money
5 MIL per MVP/CY, 3 MIL for every league leading in any triple crown statistic per season, 3 mil for every league leader in ERA,WHIP, Ks
2 Mil for every league leader in Runs or SB...
2nd Draft-
11 round draft where no player can be HOF or Bonds or Clemens
Its a Non snake draft, so whoever picks first picks first in every round...
Draft order is based on the first draft, whoever has the least money spent goes first and most money spent goes last.
one of the players in the 2nd draft must be a MLB Franchise, after the draft you can finish your team off with any NON HOF player that played for that franchise
Players Must have retired by 2009...
Not sure why you have money involved in that draft.

How about.....1940's though 2000, select any player you like, no cap but a max of 5 HOFers per team. Easy
How about....you can draft all HOF's for one facet of your team.....3 OF's and DH, 4 IF's, 4 SP's, or 4 Reliever/closers. Rest of the team and bench can't be in Hall. Each GM can choose where they want their HOFers.... No capBut it serves no purpose, if we aren't drafting HOFers in the 2nd draft who cares who drafts first.
