To be clear, there has always been money to improve/upgrade existing barriers. I thought that this was where you were headed, but think about your question. A house no matter what it was made of still stands. Somebody likes it and as long as it's habitable will live with it. I deepest hope is that you can see the cost difference in making improvements vs tearing down on a whim.
