Fifa seem not to have worked out whether ban on "any football related activity, including administrative" would include a transfer

Playing Devil's advocate here, neither of those sports has caught on in America...because we changed the rules into completely different games.

For soccer to catch on, some "rules" need to be fixed. Maybe insert a "2-pt range" or something.
