I would add an unaffiliated agent. Get the full perspective of the effect it has on the injured player and their future earnings.

And maybe replace the owner with an ex-GM.

I have nothing but my own suspicious nature to go on, but Shanahan got off to a great start when he was in charge of NHL supplementary discipline (as the video shows below) and then I believe was instructed to tone things down by the league. 8 regular season games where he also factored in prior suspension history over multiple years.

You're not wrong about Shanahan, I obviously included him primarily because he was a bigger name than Stephane Quintal. But at the same time his time in the position didn't change things much at the DoPS so I'm not sure it's entirely unfair to use him in my sarcastic joke
