They go hand-in-hand though, no? Most QO's are going to be the starting point for an arb hearing so it's almost guaranteed to be even higher unless Werenski goes off a cliff.
A qualifying offer can just be flat out accepted by the player though. Whereas I think (don't quote me on this), arbitration can be up to 15% below the last year's salary. Obviously arbitration only happens if the player rejects his QO.
So I think theoretically if the Jackets make the minimum QO, and Werenski rejects it, they can set the low end of the arbitration hearing at $5.95M. Small difference but it means that without any hearing he gets a 4th year at $7.35M if he wants it.
Because he can just accept the QO this contract either takes the player to UFA (no QO is made) or it is a guarantee of 4 years and at least $22.35M ($5.57M/yr).
