Based on? Do you know someone involved with minor hockey in Las Vegas and/or had dealings with their organizations? Personally I don't know the first thing about minor hockey in that area so I have no strong opinions either way.

But the Jackets' situation was kind of unique, no? Don't most teams own the barns they play in these days? Is there land around Consol the team wants to get their hands on?Blue Jackets "negotiated" for the city of Columbus to buy the arena from Nationwide, so the Jackets could get a share of the naming rights cash to help with money problems. The city then makes tax revenue on concessions and can lower the tax burden (read breaks on a lot of things) and give the team an arena lease for $1 a year. Nationwide sold the arena it built and got the rights to build the entire arena district. City now gets revenue from all arena events and tax on parking and concessions. Everyone gets something, except the taxpayer...
So maybe not direct money asks, but yeah, shenanigans and money moved from pile to pile but not actually spent.
Jackets said they were "losing" 10m a year, and it turns out that the team just wasn't making the 10m they should have been getting on naming rights, and certain tax issues because of the arena ownership thing.
So, by extrapolation, I am losing the 7.75m a year I am not earning because I should be Bobrovsky.
Pens threatened a move before and got a building out of it. Now that they've seen the steady cash flow of that deal, they can certainly find places where they can make more, or spend less. And emotional blackmail has already worked once...
