That seems like a lot of money for a guy who looks like he has regressed quite a bit in the past two years. Ottawa might've been better off waiting a couple months into the season to see if he was ever going to beat the numbers of a few years ago...
I agree that it does seem high, but keep in mind that he was apparently dealing with the sports hernia since November of last year. He was still on a nearly 60 point pace despite supposedly being hurt the whole time.
Ottawa is a team that has to overpay at this point too. They've earned such a reputation and they're not regarded as a competetioin, so they only way they're going to attract/keep UFAs is by opening the wallet a bit.
