I don't understand how they are not giving significant suspensions to guys with these kinds of things. It's after the whistle and clearly the only intention is to injure someone. It's worse in a way than dangerous checks because there is no chance to misinterpret the intention.

Keep in mind too that this is a bi-product of having fighting. Because you're allowed to engage in fighting at times, all kinds of little cheap shots, jabs, hits, and cross checks that happen after the whistle are tolerated partly because they aren't even as bad as the extreme end of the violence that is fighting. Think of how much outrage Hsu got from the Lions for his stomp, and then think about how often that kind of stuff happens during most (all?) games in the NHL, and how it is basically tolerated by the NHL.

It all leads to a culture where this kind of behavior is accepted and it has nothing to do with the game itself. It's sad I think.

Not much of a leap. When you have fighting as the extreme result, there is a large gray area that leads up to it. How often do you see guys punch, kick, hit people in the nuts in football. In basketball? Almost never, it's really rare. And when it does happen, it becomes a huge deal and there are consequences. It's about organizational culture and what the normative behaviors are. If you understand sociology at all, it's not a difficult leap - it's expected. Which is why one sport has a guy stomp a guy after a play and you have every sports station talking about and a suspension and in another, a guy takes a blatant whack to the nuts and you not only don't have action from the league, you see the same behavior from another player multiple times within the same week.

Violence begets other violence. This isn't really a novel concept I'm raising here.

I daresay if the NHL starts REALLY punishing cheap shot behavior, fighting will go down. Fighting is happening because the refs and the NHL ARE NOT DOING their damned job.
