Does it really need to happen and if so, why does it need to happen?

From what I have seen, most of the calls for these kinds of things come from fans of organizations that are either poorly run, in smaller markets, or both and usually involve what amounts to limiting/punishing teams that are well run and/or have more money available to them.

I'm not necessarily against having some limits, I'm just not sure it can be done without hurting teams that are better run and/or have more money.

Might it punish a team like the Dodgers? I guess, maybe....maybe not.

Baseball sure seems broken at least a little with such payroll discrepancy. as mentioned, reason I don't think anything happens is teams like LA and NY likely don't want change. They like being able to outspend mistakes if need be.

Hell, selfishly, I'm not even sure we need anything drastic. But if my team would like to show a pulse when a contender that would be nice.
