On PTI last week they suggested the league doesn't want Watson playing in week 13 when the Browns visit the Texans.
I mean since we can randomly invent punishments just have him serve 5 games and then suspend him for the Texans game

Cleveland had managed the cap well to put themselves in a position to offer the kind of deal they did. Granted it will still suck in a few years regardless.
