Yes, I figured it was some BS excuse people make when the team is not playing well and losing.

It should and does apply in both instances, obviously to different extents depending on what the scoreboard reads

It's not an excuse. When you're losing late in the 4th, you don't want to have 3 or 4 guys who been having a bad night. You go with the guys who has been playing well because the game is jeopardy. Are you retarded?
