If California passes a law allowing this for their Universities they would be in violation of the National rules that are binding for all members. Would imagine and "you need to check out the Cali legislation before committing ... don't want to be on the outside looking in. Come down here where we tell the legislators what laws to pass."

this would then push into things like jerseys with names on them including womens basketball and softball. which would primarily be UCLA making money there but still it could be a thingIt really if we are talking about paying players for their likeness. This law is strictly for football and men’s basketball. No other sport in California generates revenue for their university.
