Or Dr Strange for scanning possible futures.
Or Steve Rogers for going back in time and living an entire life (butterfly effect, anyone?)
Or the Chronotons for trying to prevent SHIELD from ever forming.
Or Fitz for using the Chronotons tech to save his daughter.
Or Deke for existing at all.
All good points. But again, they should have pulled in Lange, not Loki. Lange was the one who cause the deviation from the Sacred Timeline.The TVA doesn't interfere with time-traveling in general; they only interfere with time traveling that changes the way the Time-Keepers want the timeline to happen.
The Time-Keepers have a "sacred timeline" in which they want things to happen a certain way. As long as time traveling results in those things happening, the TVA is fine with it.
For example, the Time-Keepers wanted a timeline in which the Snap was undone. So the Avengers traveling back in time is perfectly okay, since that resulted in the Snap being undone.
The TVA didn't interfere with the time travelers mentioned above because they caused events to turn out the way the Time-Keepers wanted.
But, yeah, the system can be said to be "unfair" in the sense that a time traveler will have no way of knowing beforehand whether what they're doing is acceptable to the TVA or not.

If Lange used a hammer to crush the skull of someone the TVA liked, they wouldn’t have called in the hammer to answer for the offense. They would have / should have called in Lange.
Lange was the one outside of time who kicked the Tesarac (sp?) towards Loki. Loki was just there, going along with his life.
