I'll say often when a bad call is so blatantly wrong revs will pull a make up call out of their asses for the other team.

I know the rule, outside the pocket and at or near the LOS is not intentional grounding. It was about 1/2 yard short of the LOS which is near in my opinion, but not in the refs and they're the only people that actually matter.
