He can certainly get better if he puts the work in but the time to do it is now while he's young.
As a Cowboy fan I remember Dak Prescott's first three seasons where, for example, his footwork was very poor (Dak has said that he was never really taught proper footwork in high school or college), but he worked on getting his mechanics right and consistent and he has since had his best career season AFTER a major leg injury.
His mobility is not what it used to be but he's now a very good pure passer.

Never in my wildest dreams did I think Murray would be the 1st NFL pick watching him win all those HS Championships

Yes and No. The 5 "best" are definitely in the pocket types who can roll it with their legs but don't depend on them.

Lamar and Kyler both depend on rolling it and or their legs to open up windows for themselves. I'd say they are more exception than rule

We don't really know what Lamar is seeking or what Ravens are offering. However I'd guess that Lamar is over valuing his worth and likely by a bunch ( players always do), If the Ravens made a offer in the ball park of current market value he should take it, but the question really is what exactly did they offer? Teams often make offers that are more show then go, with an inflated average per year because the last few years are not going to be paid. What kind of guaranteed money are they offering?

When you say the term "running quarterback" it kind of implies the offense is dictated by their running. Really only Hurts and Lamar are 10 plus a game carry guys

You can make an argument for Allen but I don't see the pitfalls down the road for him I see with Lamar

Eh...sure sure. But the latter 2 didn't come into their own until they became much better throwers.

Murray is an interesting case. I didn't think he had a shot in hell at being a good qb. He's 5 9 at best. Just due to that he can't stand in the pocket and throw easily. But he's a better passer than Lamar.

I wouldn't give him 200 million either. (I say this as a Browns fan who's team likely took the biggest risk in sports history of course) buut...that's the direction this is going
