Thought I might have been able to add some context to the opening interview, but was unable. He originally did a short called the Terrifier (2011) that featured Art. He then made a movie called All Hallow's Eve (2013), which also had the clown (the short is shown in full here as well), didn't watch this movie, so maybe that's where the lady was from, not sure, though.Just watched Terrifier and man is it a creepy clown freak show!
It is certainly low budget and lacking in a lot of parts but what they get right, the do great!
It starts with a bang with a tv interview of a disfigured attack survivor. After the interview we get some bitch comeuppance All this seems inconsequential to the story but it comes back later on.
Cut to Halloween night. A couple of really drunk hotties are leaving a party, which is odd because the area seems basically deserted, when they see one of the creepiest looking clowns ever watching them from a ways down the street. They decide to go to a diner to sober up and the clown follows them. Basically the clown stalks them for awhile, periodically doing silent tricks, and eventually shit goes crazy!
The overall feel is cheap. The acting quality varies from bad to good. There is basically no plot at all to get in the way of the story. But this baby brings the goods when it comes to a creepy bad guy and nasty gore! They certainly spent what little money they had in the right places!

*Face eating
*Morgue power surging
Drive in academy award nominations for David Howard Thornton in a non-speaking role as Art the Clown, and director Damien Leone for putting together this gory mess.
All in all, it doesn't lead anywhere but that's kind of the point. It is a bare bones slasher flick with excellent non-cgi gore fxs, a few twists, and is an excellent entry into the low budget horror genre.
I'll go 8.5 out of 10! Check it out!
