I honestly think that shouldn't even be a penalty when I see it from that angle.

Doesn't elbow.

Glides into the hit.

Doesn't leave his feet.

Head may not even be the primary point of contact.

Just watch his head, looks like he got slugged with a right cross. If he made no contract with the person Chin then his head Does Not Move like that. Its just cannot happen.

I know you cannot use your elbow, but can you use the shoulder?
