Sure. They defintely can change, and the good news is that Jacksonville was a couple plays away from the super Bowl last year with Bortles and a very similar defensive model. Also with a much less dynamic offense overall.
That said, the 2 hardest things for QBs to improve IMO are accuracy and decision making under fire. Those are Trubisky's weaknesses.
This is sort of a fallacy, I am sorry to say. Accuracy comes from mechanics. His footwork is getting better. As is his accuracy. NE game was a setback, but he still made plays. Hedidn't miss a throw vs MIA/TB.
He's a high ceiling, low floor QB. If it all comes together he'll be a stud. If not, the potential for big bust is there. The tool set is outstanding.
