There is close to a 0% chance we are going to take a 28 million dollar cap this year.
OK? I'm just going off the info available thus far and it's reported Geno will make 28 million in 2023.

Just assuming there is a signing bonus, you don't think the 28 million for 2023 isn't his salary plus prorated portion of a signing bonus?

It's possible I guess. But I don't get why they would do that.

No. Geno won't be $28 million against the cap. His bonus will probably be around $24 - 25 million. His salary will probably be guaranteed for 2023. The remaining $12 million guaranteed will either be salary or roster bonuses for in 2024. I expect his actual cap hit of 2023 to be around $12 million.

I would lay money on the $28 million is the cash that'll be paid out to Geno for 2023, not his cap number.

If he does then I'm fine with him getting the cash for them. I'm so eager to see the full structure of the 75 million not based on performance.

Interesting. Spotrac is showing what I was opining earlier. I also felt that the incentives would be in the last 2 years, so Harold's report that it's up to $15 million each year over the last 2 years really means that if he wants that extra money he'll have to be even better than he was this last year.
