It's all about perception of the betting public, which does not necessarily correlate with how good or bad teams are. It's been stated that Vegas has no idea what to make of Nebraska this year.

For one.
There are upper tier mid-majors that could go .500 fairly consistently in P5 conferences. Typically a better than a .500 P5 will eventually wear them down and open the game up, but if you let them hang around too long they'll get more confidence and be there 'til the end.
Arkansas St has been an upper tier mid-major more often than not and they have some upper tier P5 transfers playing. Oklahoma, Alabama, etc.
I've always said Bopleeny recruited 'Best of the Rest' players that would typically go to .500 or less P5's or 'Best of the Mid-majors'. "Best of the Rest".
For our current JR/SR class they are not that much more talented than Arkansas St. They have an edge in the weight room, so there's that.
Coaching quality is still an unknown IMO. Good coaching can overcome a weight room. Hopefully Arkansas St's record last season is indicative of their coaching, as they've been upper tier mid-major prior.

Here is the reality. Devaney and Osborne were two great coaches. We were spoiled. Only so many coaches reach that pinnacle (Switzer, Paterno, Bowden). There are only so many in that club across all of CFB. Nebraska's had 3 since who couldn't reach that level of Saban/Meyer. Riley has yet to reach that status.
