It's unimportant whether he does or not.he won't be remembered as anything other than an interesting statistic. Plenty of guys who earned it never get in

He's better than any two receivers the Packers ever had.

Being a great WR is about way more than being able to run fast and jump high. That is an extremely small part of the equation when it comes to being a great WR that casual fans way to often over-emphasis. TO was great but he wasn't the catcher of the football Rice was, he wasn't the route runner, he didn't have the YAC ability Rice did and he most certainly didn't have the drive to be the perfectionist that Rice had.

No one in their right mind would say I want TO on my team over Jerry Rice. It's laughable to even think that someone might say that.

Line up 100 NFL GMs and 99 take TO. It's not even close. Jerry Rice was a product of a very specific set of circumstances, nothing more. Good, certainly not great.

I remember TSN ranking him only behind Jim brown in 1998 or so. Nobody batted an eye.

The funny part of this argument is that TO himself, that model of humility, has gone on record as saying that Rice was better than him.

Jerry Rice would have a difficult time making a roster in today's game unless he was paired with Peyton Manning or Aaron Rodgers, then he'd be good in the slot.

No one is saying that TO shouldn't make the HOF (at least that I have seen). It's just that he likely isn't going to be a first ballot guy with how the HOF candidates are lined up for next year.

If Harrison wasn't still waiting, I would be here saying TO should be a 1st ballot.

But for anyone to say TO was on the same level as Rice just shows one hell of a level of naivety. Again my only assumption is that the people saying this didn't watch or don't remember football before the year 1998. Rice was another level player and just as gifted athletically as anyone before he suffered that knee injury and played the last 6 years or so of his career as a possession WR.
