"The other thing is that one of the real contentious discussions so far as the executive committee level is the actual parameters of an expansion draft, and how that would look like, because Gary Bettman wants an expansion draft to be better than ever before. He wants the new team or teams to reflect the parity of the NHL. He doesn’t want them to be near the bottom of the standings for five years, like has traditionally been the case with most expansion teams in the last 20 years.

“So because of that, what the executive committee has been shown as the original ideas from the league for an expansion draft has them being exposed and losing some pretty good players.”

Considering that I don't even think expansion franchises will be financially viable, this won't help my opinion.

There was talk that teams wouldn't be able to expose players with NMC/NTC in an expansion draft.

Expansion draft is the only way that we're ever getting rid of Clarkson.

I don't like expansion, but teams crying over losing talent isn't why. And my team could potentially lose some really good young guys in a draft.

I can understand Bettman's desire to have expansion teams somewhat competitive off the hop, but I don't think teams that have embraced a rebuild should have to lose some of their young top prospects either. Let's say the league expands by two teams, that means about 50 new jobs at the NHL level. There are plenty of veteran players that can extend their career for at least one more season. I would rather see a one-time exemption for expansion teams at the entry draft that allows them to have picks 1 and 2 (like Buffalo and Vancouver when they entered the league as expansion teams in 1970).

If Bettman really wants competitive teams in the new markets out of the gate, he should move some teams that already have players. Arizona and Florida, for example.

Those teams are competitive right now. :)

It would be the Jackets luck that not only would they not win a draft lottery in shit season from hell, but two brand new teams get to pick before them as well.

agree with this ... tough titty for the teams that tanked imo

nba restricting the vancouver grizzlies from having pick 1 in the first 2 years of the franchise existence was just one (of many) excuses why the franchise failed

Would some teams get more players in the bank than others?

If they expand by two teams, they don't need to decimate any teams.
There will be UFAs and RFAs that the new teams can afford to pay. Cap space and losing for 5 years and you can have a winning team

None expansion team before had a cap in my place. It should even things up for a smart GM fairly quick

Well, they did pick Big Country over Damon Staudamire lol.

But AI would've been a game changer for sure.

It is Larry Brooks, but I don't like the idea of teams having to protect players with NMC on expiring contracts.

Second, Slap Shots has learned that rules for the 2017 expansion draft that will precede Las Vegas’ anticipated 2017-18 admission to the league as its 31st franchise (“Done deal,” we’re told), will compel teams to protect players with no-move clauses even if they or the contracts themselves expire at the end of 2016-17.

This means if the expansion draft is held, say, on June 21, 2017, teams will be obligated to protect players who, a) would become unrestricted free agents 10 days later; or, b) would be able to be waived or traded 10 days later.

This is, of course, completely illogical … except when applied against Sixth Avenue’s overriding philosophy of punishing teams for following certain regulations within the CBA that for some reasons offend the league. Then it makes perfect sense.

How NHL’s mad parity quest hurts players’ wallets, ambitious teams

Anaheim and Columbus look like the hardest hit to me. Anaheim is going to have to expose a pretty damn good young defenseman (or two). And C-Bus is going to be protecting some of its worst players. :L
