1. We are not talking the Bucks here, who were forced to do what they did and then 2M out of their stretched goes away this season...

Randle won't cost 20+ for the Pels to retain and then they can easily afford the cost it will be... then the Pels will have another 23M of cap space added next season out of their expirings Hill and Moore (both of which they may just waive this season or just use as salary fillers in 3 team deals...)
3.Lopez is resigning with the Bucks for the MLE (9.3M) although he can have more if interested... he is not!
Thanks to the Lakers, he made enough for his salary to be of second (or third) priority for him and being with the team he loved and enjoyed most in his career is his first priorty...

They absolutely do not have to fill out 13 roster spots before they can go above cap. They can use all their cap space on 1 player, then use MLE and min contracts to fill their roster.
