You must file where you live.
You must file non-resident where you work.
If you resident state charges you taxes, you use that as a credit for where you worked taxes.
If the taxes where you work are higher, you must pay the difference.
Even this is oversimplified.....

They must pay the state taxes which are higher. If you live in NJ, you would pay the highest. If you live in Florida and play in NJ, it is like getting a pay cut!
