The only reason that matters is owners will never agree to a floor without a capI like the idea of a floor. It's one thing if an owner doesn't want to spend into the luxury tax, but when you have one that won't even spend enough to have at least a somewhat competitive team...they shouldn't have a franchise.
I'm on the fence about a cap. I can see just about as many reasons not to have one as there are to have one.

Honestly, I cannot believe anyone still follows this for a couple reasons. One I mentioned earlier.....A 5 beating a 12 not that big a deal anymore as those teams are usually much closer in talent than they used to be. Second, is what you said.
