By my definition given that a top-5 pick should be at an all-star level. But he is a serviceable NBA player. I'd prefer a different player for the Heat going forward once his contract is up.

Waiters is a solid starting SG. But he's no all-star.

I don't even think you can count a 10 over a 7 as an upset. In most cases they are really closely matched.
But I do think there is a fairly significant gap between the top 8 teams and the rest of the field. That doesn't mean that they will all make the elite 8, but I am betting 6 or 7 do.
Yep. Out of the 4 contracts, his deal was the most reasonable.
12 mil for a starting SG isn't bad at all.
His health is another story

7' 6" 310 and the kid can actually move pretty well.
He's not going to be defending the perimeter or the pick and roll at that size, but if I'm an NBA team...I'm at least bringing him as an undrafted free agent to see if I can develop him into something.
He's raw, but there's a good bit to work with there.
