The NBA needs to just go back to drafting in reverse order of how teams finish. Nothing is going to stop tanking. The lottery was supposed to fix tanking and teams continue to tank.

If they want to stop tanking, they need to come up with some sort of consequences for teams that continually suck season after season and quit trying to discourage teams from putting the best possible team on the floor by punishing then financially with salary caps and luxury taxes.
