Not true. In the pen for an entire year he might pitch 70 innings, even if he stays healthy all year. Even if he spends some time on the DL as a starter he'll pitch far more innings unless he completely breaks down at the beginning of tge season. The innings he provides as a starter, even if he has a DL stint are far more valuable than having him in the pen.
I'm a believer of having your best arms in the rotation no matter what, but I can see where he's coming from. If Ogando was in the bullpen he's probably going to be pitching in some pretty high leverage situations which can be the difference between winning and losing.
I don't think you should put a pitcher in the bullpen just bc you're concerned about potential injury. Pitchers get hurt, that's how baseball go.
