They have a bright future. Especially if Porter puts it together. That's a solid core. They could use an upgrade over Millsap/Harris etc probably but that's about it

That or Kawhi Leonard, Paul George, and Pat Beverley are way better defenders than what the Jazz have.

Probably the first one.

There is no question the Clips are way more elite on D than the Jazz.

The west just has more depth and a slightly better top tier. The middle of the east is probably a little better or at minimum on par.
