According to Jason La Canfora of CBS Sports, the Steelers would consider placing the transition tag on Le'Veon Bell in 2019.
The Steelers have no idea when or if Bell will arrive, though he'll need to report by November 13 in order to play this season. If Bell decides to punt 2018, the Steelers could assign him the transition tag next year, which would be far less expensive than franchise-tagging him for a third straight season. Under the transition tag, the Steelers would be able to match any offer Bell receives elsewhere. Per La Canfora, his projected salary under the transition tag could be as low as $9 million, which is far below the $14.5 million Bell passed up in 2018. The 26-year-old and his agent have played this extremely poorly.

If the Steelers rescind the tag they won't get a compensatory pick for Bell. If he signs before the Week 11 deadline, (Tuesday), and leaves in the 2019 offseason he would count towards the compensatory pick formula that would potentially gain the Steelers a pick in 2020. Whether the Steelers got a pick or not would depend on what they did in the 2019 FA window. It comes down to whether the Steelers think 6 games of Bell and a possible #97 pick in the future are worth the cash and cap cost.

I'm not pushing back on what you're saying, but what if PIT never offered the Tag and he left as an UFA...the team would get the comp pick then (and I'm aware the formula also takes into account players you sign as well)...interesting that rescinding it would void the comp pick.

Thanks for digging...this has been out there on the Steeler blogs for a while.

I don't think he'll punt the entire season away (that would be nice of him), but his agent has definitely played a major role here and I think he's costing himself future clients when Bell ultimately does sign long term if the number is only marginally better than what PIT offered.

So how does the "year of eligibility" factor into this? Don't know if that would matter?

As a 2nd round draft pick, I think Bell met all of the criteria to be a UFA after the 2016 season and was tagged in '17 & '18...assuming he missed the entire yr I'm not sure how or if that effect his FA status next yr.

teams can tag players forever but gets way to expensive to do that since it goes up like 144 % each year:suds:

Same here. I can’t stand him and this goes way back even on a personal level. He was huge with Dek Hockey in Penn Hills way back and I played for him for a long time. Trust me he was the same back then and this is over 25 years ago.

If the Steelers rescind the tag Bell will count towards the 2019 compensatory pick formula. If the Steelers hadn't tagged Bell he would count towards the 2019 compensatory pick formula. The Pick formula isn't my area of expertise but the link above says either way the Steelers won't get a pick because of their 2018 FA acquisitions.

If Bell reports before the deadline the Steelers could rescind the tag which would release him without current or future compensation...and Bell would become a FA. If the Steelers pay Bell for the rest of the season they can let him leave in March and he'll count towards the 2020 compensatory pick formula. They could apply a 3rd Franchise tag but at 144% of his current tag price it would be prohibitively expensive and may result in the same scenario again next year. Using the Transition tag would be futile. Bell would negotiate a deal with another team that included 3 years guaranteed salary and he'd sign it in mid May. The Steelers would either have to match that 3 year guarantee or let him join that new team after the close date for the compensatory pick formula. Also by using the tag they wouldn't be able to use the cap space it required in March when it would be most useful. There's no win scenario in this for the Steelers. It's a similar story if Bell doesn't report. A Transition tag next year would probably backfire and a Franchise tag would reinstate the impasse. There's no question that Bell loses more than the Steelers but the NFL is a resource based competition and the Steelers would be without a significant cap resource whilst they play this game of mutually assured destruction.

My best guess is the Steelers rescind the tag if Bell reports. If he doesn't report they put him on the exempt list for 2018 and let him go in March.
