Seems to me he is outlining a lot of reason NOT to do it while trying to make it sound like the NHL should. The NHL has failed in Arizona because they can't get locals engaged. And the guy says here that the entire economy in Vegas is based on transient people. In other words, will there ever be enough locals to make it worthwhile, and will those locals have enough money if people choose somewhere else for vacation?

This part right here makes me want to run screaming from the deal. And the guy makes his point very clearly. Kudos to him. But...
Step #1 Announce Expansion Years in Advance

Let’s be honest if the NHL were to announce a team returning to Quebec one month before the season started you know that city would find a way to make it happen. There is no possible way that would happen in Las Vegas. The NHL needs to give Las Vegas at least TWO-THREE years notice to get everything organized. Without any prep time to build a fan base, gain sponsors, and hire personnel everything will fall apart as it did in Atlanta. This means a potential owner like Foley would have to wait longer before turning any profits but the alternative could be no profits at all.
Step #2 Educate and Engage the Local’s

This is perhaps the most important thing that the league and Foley must do and it is very easy. If an announcement is made two years in advance, then Foley and his team can do the following things. First, supply a couple hundred tickets to LOUD and vocal people maybe college kids to attend Las Vegas Wrangler games, the local ECHL team. This creates more engagement at a lower level of play and will generate discussion of the sport. Second, speak with casinos, bars and other business owners to encourage them to support the NHL either through discussion or showing more games at their establishments. This will create further discussion of the sport and helps build anticipation a very powerful marketing tool. Third, constantly update the Las Vegas media about hockey. The overall idea is to turn Vegas into a place that is talking about hockey before it is even there.

This is what I take from that;
1) Give the fans time to give a shit. And to get them to give a shit, you have to work.
2) Give away tickets, maybe people will show up (Right, Florida?)
3) If the Casinos stop caring, people stop caring.
4) You have to *ask* the local bars and casinos to show the games. By contrast, here, even McDonald's that have TVs show the Blue Jackets or Buckeye Games.


He also mentions Jason Zucker as a person from Nevada who made the NHL. According to his wiki entry, he went to LA when he was 11 to play (Yes, California), and then Michigan when he was 15, eventually going to Denver for college. So the only person Nevada ever put in the NHL didn't really play the game in Nevada (he also wasn't born there). By contrast, Missouri has sent 11 players to the NHL. Hell, Georgia has sent 3.

If Las Vegas is to support an NHL franchise, it won't be on the backs on tourists, according to potential owner Bill Foley, who plans to bring the city its first major sports franchise. "I don't want to see everyone in the stands with a Canucks jersey on," Foley said in an interview with ESPN's Scott Burnside. "I'm not trying to promote the Red Wings."

Those Canucks fans travel well.

I'm seeing a 16,000 seat arena INSIDE a new Wynn casino. Video gambling and remote cocktail screens at every seat. Drinks delivered by the always lovely casino waitresses. A full casino wrapping around the seating area.....

at the moment vegas wont work like Daly said the fan base has to be developed but seattle could easily developed theirs.....professional hockey has a history in that city

The franchise fee shouldn't vastly exceed the valuation of the company, which it likely would in this case.

If a half-billion dollar franchise fee is too much for the location these days, YOU'RE IN THE WRONG LOCATION!
