You're also forgetting about ND, who at 11-1 would almost certainly be in. That's 6 teams with 1 loss or less. At that point, style points and losses matter. Washington doesn't have a lot more chances to beat highly ranked teams, and ASU has been awful the last 2 years.
USC is going to cornhole ND.

Washington was 12 - 1 last season and they made the CFP.

They won't get in over Clemson but they would get in over NC St and probably VPI.

I get them getting in over NC St, but how VT? If we were in that position, we'd be 11-1 and would at least wins over WVU, a top 10 Miami team, and whoever wed face in the ACC champ game. Our only loss would be Clemson, who is likely a 2-3 loss team at absolute worst.

So we'd have better wins and a better loss. I don't get the case for Washington if we were able to finish the season out without another loss.

You'd be in over Washington. They don't have nearly the clout needed to guarantee a spot in the CFP over others with similar resumes. Right now, with the way things look, the Pac 12 is 5th among the P5 conferences if all things are equal.

I wrote "probably," in regard to VPI. Part of the "probably" besides name, would be location.

the placement of teams with seeding and if they can't, they'll take a West Coast team and make them
a 3 seed. (Especially if Bama is #1)

Bama play VPI in New Oleans as a #4. Or would they take Washington as a 3 seed and have them

Agree with the latter, but there are issues with the former. They needed help last year to get in and would need it again this year. It's not straight forward, but their card would be on the committee table to at least look at if they went 12-1. That means they aren't 100% eliminated at this point and that's about all you can ask for right now.

12-1 BigTen champ (OSU, PSU, or Wisconsin)
12-1 SEC Champ (Georgia or Bama)
12-1 ACC champ (Clemson)
12-1 Big12 champ (OU or TCU)
12-1 Notre Dame (if they don't lose to USC)

So who do you leave out between Penn State, Washington, Clemson, OU, Bama and Notre Dame. All would have multiple wins over top 25 opponents.

2015, 14, and 13 all had at least six teams from major conferences with one loss or less.
