I'll just say I dont know. The whole thing makes no sense to me. I mean you cant give up a guy that is top tier then sign a buncha dudes like Deuce Letui and call it even, right? THere has to be something factored in terms of the caliber of player signed/lost

On the flip side, not signing a player to a huge contract allows you to fill multiple needs with 2 cheaper players which is what the rule sees the Bengals having done. So essentially, while the Bengals lost, they also gained in that respect. No compensation outside a 7th rounder.
