With the amount of $$$ SmackDown will start pulling in next year, continuing to portray them as a B show and completely inferior is just plain stupid IMO. Maybe this will change when the money actually starts to flow in but somehow I doubt it. What's the point of a Raw v. SmackDown PPV if you're just going to have rule squash SmackDown??? This is Vince's MO though. We've seen it time and time again. (WCW & ECW spring immediately to mind.)
