I agree. I'm not sure how to fix it though. Maybe every roughing the passer penalty needs to be reviewed. I think both against Mathews would have been overturned.Anyone seeing that "penalty" on Clay Mathews yesterday and can't see a problem needs to be institutionalized. I have no idea what a defender is supposed to do when he sacks the QB now. They have simply got to fix this problem.

Perfectly good tackle. The only actual way to tackle a player coming from those angles.
His penalty was the same as the one above on Garoppolo with the Pats, just from a different angle. You can't launch at the QB and come down with all your weight onto him.

It is annoying when the announcers are raving about the QB's escaping sacks when it is obvious that the defenders are laying off for fear of a flag.
Both. It is a bad rule because it is nearly impossible to interpret it correctly in real time. That's why they should be reviewed.Is it a bad rule or a bad interpretation of the rule?
What should the Penalty be because it is so controversial right now?

Intentional use of your body weight when tackling to crush/hurt the QB.
Judgement call by refs. I know it when I see it.

Matthews is pretty much a victim of not being able to defy the laws of physics. And - as pointed out by others - going in any other way means that any QB could escape.
As some people already pointed out:
- On Luck's long run, defenders seemed hesitate to come in, fearing a flag.
- Drew Brees actually scoring rushing TD's is as much a product of defenders being afraid to be flagged or fined because of hitting a QB (either body weight or helmet-stuff).
I was actually stunned when the refs picked up the flag in the Eagles vs Colts game for that collision. Where actually picking up the flag was common sense.
