Gasparilla was a Pirate. They have a festival every year, in Tampa for him.

It fits well, now that they moved the game from the broken down Dome in St Pete to Tampa
Stadium. It fits nicely with the boat in the end zone.

Jose Gaspar was a probably fictional pirate. (There is no actual evidence that he ever really existed). The legend is that he robbed ships in the Gulf of Mexico area and died by the US Navy in 1821.

Starting in 1904 Tampa crafted a festival where "Jose Gaspar" sails in on a pirate ship and "forces" the mayor of Tampa to give him the key to the city...followed by a Mardi Gras style parade through the downtown area.

The tldr version is it's Tampa's Mardi Gras where people get stupid drunk and do stupid things for beads thrown from parade floats.
