Trust me, it's better to have a team that can't develop their own talent, but is willing to go out and get proven talent than to have a team that can develop talent, but won't spend money or trade for better, proven talent.

It's easier to buy a World Series team than it is to develop one.

Also, you don't have to worry about rebuilds
