Unfortunately this quality takes no talent or intellect to accomplish and voters (who are mostly stupid) are easily seduced by it's charms and falsely equate it with some kind of derived benefit to themselves. Whereas pragmatic and steady leadership is more difficult to detect and harder to sell.
